Central European University (CEU) - Department of Environmental Sciences and Policy

Located in Budapest (Hungary) the Department of Environmental Sciences and Policy of the Central European University (CEU) is a center of excellence in research on environmental policy and management. Both general academic and specialized knowledge in a variety of related fields are offered. Emphasis is on an interdisciplinary approach to solving environmental problems; leading environmental academics from around the world contribute to both the taught curriculum and fieldwork. Focus is on international or trans-boundary problems in sustainable environmental development. The Department also serves as a focal point in a network of collaborating scientists and environmental professionals from developed and developing countries worldwide.
The Department is experienced in interdisciplinary analysis of environmental phenomena through various methods and approaches including modelling and spatial analysis. Both MSc and PhD level students actively contribute to research activities carried out by the Department. Thanks to that the Department is very active in international cooperation participating in numerous projects under various schemes (e.g. European Union Seventh Framework Program), international consortia (e.g. MESPOM – https://mespom.eu), UN projects (e.g. regional GEO-UNEP collaborating Center), etc.
A number of projects have been conducted over the last decades in the Central and Eastern European countries in cooperation with other institutions. One of them was the establishment of the Azov Center for Watershed Cooperation (ACWC) in a partnership with regional research and environmental organizations. The concept underlying the Center’s activities is perception of watershed as the most appropriate territorial unit for securing sustainable development. The Center aims at enhancing environmental security and fostering integrated water management within the Azov Sea watershed through research, education and coordination.

The work will be implemented by the mixed team of the researchers from both CEU and ACWC. The activities will be coordinated by Dr Viktor LagutovDr Viktor Lagutov is the Head of the Systems Modeling Laboratory at the Department of Environmental Sciences, Policy and Management, Central European University (Budapest, Hungary). He holds a Masters Degree in Applied Mathematics from the South Russia State Technical University (Russia) and a MSc and a PhD in Environmental Sciences and Policy from the Central European University (Hungary).
Viktor’s research interests are focused on environmental modeling and spatial analysis with special emphasis given to aquatic ecosystems and watershed approach to environmental security. Prior to joining CEU Dr. Lagutov was working in a number of environmental and research organizations in Russia and Europe such as International Institute for Applied Systems Analysis (IIASA) in Austria. For more than 10 years he teaches at CEU on various aspects of environmental modeling, GIS, river ecosystems, biodiversity conservation, pollutants transfer through environment, and associated socio-economic activities. Dr Lagutov combines teaching and research activities at CEU with practical environmental protection projects in the region. He is a founder of several environmental organizations, in particular the Azov Center for Watershed Cooperation (Russia) working towards sustainable development and integrated water management in the transboundary Sea of Azov Basin.

Role in the project:

The Department contributes mainly to the tasks and deliverables carried out by WG4 in the Russian share of the Black Sea basin through the following activities:

  • Furnish hydrological and climate data needed for SWAT calibration in the targeted countries covering the Black Sea catchment part;
  • Participate to the SWAT model calibration and evaluation.
